You cannot wait at the curb. Toronto Pearson allows only a brief stop outside Arrivals or Departures to load or unload, and it designates no drop-off area on the Arrivals level at all. What the airport gives you instead are two free options that are free in opposite directions: a waiting area that holds you for free for up to 45 minutes checked on 26 Sept 2026 · source: GTAA but keeps you in your car, and a garage pass that gives you 20 minutes free checked on 26 Sept 2026 · source: GTAA but lets you walk in and meet the person face to face.
Every minute, rate, fine and door letter below comes from GTAA and UP Express pages read on 26 September 2026 and carries a badge with its source; where two GTAA pages disagree, both figures are shown.
Where do you wait for an arriving passenger at Pearson?
In the free waiting lot, in a terminal garage on an Express Pass, or nowhere — and the third is what many drivers end up doing when they circle the ring road.
| How you wait | Free time | Can you leave the car? | Book ahead? |
|---|---|---|---|
| Free waiting area | free for up to 45 minutes | No. Stay with the vehicle | No |
| Express Pass, T1 or T3 garage | 20 minutes free | Yes. Meet them inside | Yes, and numbers are capped daily |
| Curb outside Arrivals | none, brief stop only | no waiting permitted | n/a |
Read the middle column twice, because that is the whole decision: the longer option chains you to the driver's seat, the shorter one is the only one that lets you stand in the arrivals hall.
The other half of the decision is when to leave home. For an international flight the airport's guidance for meeters is to plan your arrival 1–3 hours after the scheduled landing time checked on 26 Sept 2026 · source: GTAA — the time customs and bags take. Before you set out, check the live arrivals status rather than the scheduled time: an early landing makes an Express Pass window tight; a late one starts the free lot's clock too soon.
Can you wait at the curb at Arrivals?
No. Pearson's pickup and drop-off page is plain: you may stop briefly outside Arrivals or Departures to load or unload; waiting is not allowed at the curb or on the roads leading to the terminals, and idling vehicles are monitored 24/7 checked on 26 Sept 2026 · source: GTAA. Stopping to load bags and people is fine. Sitting there watching the doors is not, and neither is pulling onto the shoulder of the approach roads to wait for a text — that is where the licence-plate cameras are; see Fines and notices.
A second detail surprises people: the airport's accessibility page states there is no designated drop-off area on the Arrivals level at this time. Departures is where the drop-off logic lives, which is why Dropping off below is about the upper level.
Check which building you need first: our airline-by-terminal list has current assignments, and the terminal overview shows how Arrivals, Departures and the garages stack.
How does the free waiting area work?
You drive to one of two lots a short distance from the terminals, off Viscount Road via Network Road, park, and wait. The terms are from the airport's free waiting area page: it is free for up to 45 minutes checked on 26 Sept 2026 · source: GTAA, and you must turn off the engine and stay with the vehicle; two lots, Free Waiting Area 2 has EV charging checked on 26 Sept 2026 · source: GTAA. The charging rate in lot 2 is not published there, so do not assume it is free.
Users call it the "cellphone lot". How people use it: "It's free and you can hangout in your car until the person you are picking texts to tell you they are through customs." (user report, Reddit, 2026). Then the airport's own step: agree a meeting spot on the Arrivals curb, and drive over only once they are standing at it. One user detail makes that stop work: "When they come out of the terminal tell them to text you a pillar number. The concrete pillars are numbered so you know where to stop." (user report, Reddit, 2026).
Where the lot fails is the case people most often need it for: someone elderly, with small children, or landing somewhere unfamiliar. You are not allowed to go in and find them. That is what the next option is for.
Why pick Express Pass over the free lot?
The right to get out of the car. Express Pass is reserved online in advance (booking page) and gives you 20 minutes free checked on 26 Sept 2026 · source: GTAA in the garage at Terminal 1 or Terminal 3. You get an email with a barcode; scan it entering the garage, park, then walk in to meet your passenger instead of circling.
Five conditions come with it, and each changes how you plan:
- It is booked ahead, and only a limited number are released per day.
- The window: valid within 3 hours before and 3 hours after the selected time; limited number per day checked on 26 Sept 2026 · source: GTAA. A delayed flight does not void it; if the delay runs past the window, amend the booking under "Manage booking".
- It cannot be combined with other incentives, including grace periods — the free minutes are the whole allowance.
- It is intended for pickup only.
- Overstay and additional time is charged at the posted garage rates checked on 26 Sept 2026 · source: GTAA. What that rate is in the Terminal 1 garage is in the next section.
One step the airport asks for, and people forget: once you park, tell the arriving passenger your parking level and space.
The decision rule. If the passenger can walk out on their own and you only need somewhere to sit, take the free lot. If they need meeting rather than collecting, book Express Pass before you leave home, and accept that your free minutes start when the barcode scans.
What it costs
The GTAA publishes the Terminal 1 garage rate, which is also what an Express Pass overstay is billed at, so the full comparison can now carry dollars — including the train.
| Option | Cost | Free time | Can you leave the car? | Catch |
|---|---|---|---|---|
| Free waiting area | $0 | free for up to 45 minutes | no — engine off, stay with the vehicle | two lots off Viscount Rd; you still drive to the curb for the pickup itself |
| Express Pass (T1 or T3 garage) | $0 within the allowance | 20 minutes free | yes — meet them inside | pre-booked, limited per day, no grace periods, pickup only; overstay at posted garage rate |
| Express Park, Terminal 1 (posted rate) | $7 per 20 minutes if you enter between 12:00 and 19:59; $6 per 20 minutes if you enter between 20:00 and 11:59; daily maximum $59 per day | none | yes | rate set by entry time, not length of stay; garage height limit |
| Daily Park, Terminal 3 | posted rates — not captured on the GTAA pages we read | none | yes | lower garage height limit than Terminal 1 (see Dropping off) |
| Curb outside Arrivals or Departures | $0 | none, brief stop only | no | waiting not allowed; roadside stops are fined |
| UP Express Meeter & Greeter fare | $12.35 return, from Union, Bloor or Weston only, expires 4 hours after the trip starts (online only) | n/a | you arrive on foot | three origin stations only; the Pearson station is inside Terminal 1 |
All figures checked on 26 September 2026 against the GTAA pickup, Express Pass, Express Park and free waiting area pages and the UP Express fares page.
What the table cannot show: the Express Park rate is a block rate, every started block costing the same as the first, so an Express Pass that runs two blocks over in the afternoon costs two times $7 per 20 minutes if you enter between 12:00 and 19:59; $6 per 20 minutes if you enter between 20:00 and 11:59 on a pass that was free. For anything longer than an hour or two, the Pearson parking rates for stays longer than Express Pass are the better comparison.
A Reddit thread quotes the garage differently: "It is $18/hr, not $18 for a few hours. $60 daily max." (user report, Reddit, 2026). That is a different product or date; the posted Terminal 1 Express Park rate and daily maximum are the ones in the table.
The train row exists because the arithmetic sometimes favours it: $12.35 return, from Union, Bloor or Weston only, expires 4 hours after the trip starts (online only) checked on 26 Sept 2026 · source: UP Express. The station is inside Terminal 1, next to the Terminal Link train, so collecting someone from Terminal 3 means taking the Link across. Whether it beats driving depends on where you start and whether you would pay for the garage anyway — see the UP Express Meeter and Greeter return fare and the regular fares.
Which door do you use at Terminal 1?
It depends on what you are driving. For a private car collecting friends or family, the airport says you can meet them on the Arrivals or the Departures level, stopping only briefly.
Ride-share is separate and it moved this year. Per the airport's Terminal 1 notice, ride-share pickup at Terminal 1 is on the Ground Level (one floor below Arrivals), curb outside doors P–S: Zone 3 (doors P–Q) Lyft and Hopp; Zones 4 and 5 (doors Q–S) Uber, with a bay assigned in the app — since 2 March 2026 checked on 26 Sept 2026 · source: GTAA. Uber's and Lyft's own rider pages still described the pre-March points when we checked, so the app assignment is what counts, not a screenshot from a friend. Being collected by an Uber? Read the app, not the signs above the door.
And which door at Terminal 3?
Private vehicles follow the same brief-stop rule as Terminal 1, on either level. Ride-share at Terminal 3 has its own assigned zones on the Arrivals curb — next section.
| Terminal | Private car | Ride-share |
|---|---|---|
| Terminal 1 | Arrivals or Departures level, brief stop | ground level, one floor below Arrivals — zone assigned by the app |
| Terminal 3 | Arrivals or Departures level, brief stop | Arrivals level — zone assigned by the app |
The airport map shows how the levels stack, worth two minutes if you have not driven into Pearson before. Doors are lettered, and the letters are the only thing you can navigate by once you are in the lane.
Terminal 3 zones
Per the airport's Terminal 3 notice, ride-share pickup at Terminal 3 is on the Arrivals Level, curb outside doors B and D: Zone 2 Lyft and Hopp; Zone 3 Uber, Lyft and Hopp; Zones 4, 5 and 6 Uber — since 1 June 2026 checked on 26 Sept 2026 · source: GTAA. The GTAA's instruction is the same for every app: "Check your rideshare app for your pickup zone."
For you as the meeter: if your guest takes an Uber, Lyft or Hopp instead of waiting, they will not be at the taxi doors or the pillar you agreed on — they will be in a numbered zone on the ride-share curb, and at Terminal 1 one floor below Arrivals. Uber's driver page still said "Zone 3, outer curb" for Terminal 3 when we checked, which is why we point to the GTAA notice and the app rather than either page alone. The full picture — zone by app, bay assignment, what to do when the driver circles — is on our page about ride-share pickup zones at Terminal 1 and Terminal 3 in 2026.
Fines and notices
Two GTAA pages give two different amounts for the same act, and until the airport reconciles them we show both: the penalty for parking or waiting on the roadsides leading to the terminals is a $50 fine (GTAA pickup and drop-off page) or an $85 payment notice mailed after a licence-plate photo (GTAA free waiting area page) checked on 26 Sept 2026 · source: GTAA. The pickup page calls roadside parking "unsafe" and the fine "enforced 24 hours a day"; the free waiting area page describes the mechanism: "a photo will be taken of your licence plate and a … payment notice will be sent to your home address." The badge will change when the GTAA settles it.
Three rules that do not conflict:
- The curb itself: you may stop briefly outside Arrivals or Departures to load or unload; waiting is not allowed at the curb or on the roads leading to the terminals, and idling vehicles are monitored 24/7 checked on 26 Sept 2026 · source: GTAA. "Briefly" is not defined in minutes on any GTAA page; treat it as the time it takes to load.
- On the approach roads the enforcement is a camera, not a person. The first you hear of it may be an envelope. The free waiting area exists so that nobody needs to sit on a shoulder.
- Enforcement runs around the clock; an early-morning pickup is not a quiet exception.
Separately from the GTAA amounts, users have reported a notice from a private parking operator after a Pearson pickup: "I received a "notice of offence" in the mail for when I picked someone up from Pearson Airport. It claimed I pulled over/parked at a point where I'm not supposed to. The amount due was $56.50." (user report, Reddit, 2025). One thread, one case; we could not verify the operator's procedure, so it appears here as a report, not a rule. Whether and how to contest a private notice is a question for the operator named on it, not for this page.
Dropping off
"YYZ drop off" is the second job this page exists for, and the answer is shorter: use the Departures level, stop briefly, leave.
- Which level: the airport's accessibility page states there is no designated drop-off area on the Arrivals level at this time; Departures is the drop-off curb at both terminals. The same page notes Express Pass works for dropping off too, so if the person needs help with bags or a walk to check-in, the garage pass is the tool.
- How long: you may stop briefly outside Arrivals or Departures to load or unload; waiting is not allowed at the curb or on the roads leading to the terminals, and idling vehicles are monitored 24/7 checked on 26 Sept 2026 · source: GTAA. Unload, say goodbye on the curb, move off.
- How tall: 4.5 metres on the Arrivals and Departures curbs; 2.4 metres in Terminal 1 garages and 2.0 metres in Terminal 3 garages checked on 26 Sept 2026 · source: GTAA. A high-roof van or a roof box can clear the curb and still not clear the garage.
- Where a taxi or Uber drops you: the same Departures curb, and the driver may not wait there after unloading either. Our pages on taking a taxi to Pearson from the city and taking an Uber to Pearson cover the fare side.
If the passenger uses a mobility device or needs curb-to-counter help, the Departures curb has designated posts:
| Terminal | Accessible drop-off posts (Departures) | Wheel-Trans curb |
|---|---|---|
| Terminal 1 and Terminal 3 | Terminal 1: Posts 9, 21 and 37; Terminal 3: Posts 17 and 29 — on the Departures Level; there is no designated drop-off area on Arrivals | Terminal 1 drop-off: Departures Level 3, Post 9; Terminal 1 pick-up: Arrivals Level 1, Door E (between E1 and E3); Terminal 3 pick-up and drop-off: Departures Level 3, Post 29 |
Both cells are from the GTAA accessibility page, checked 26 September 2026. Posts are the numbered concrete pillars along the curb; give the passenger the post number, not a door letter, because doors sit between posts.
Where do you actually meet them inside?
At an Information Counter. Each terminal has one at Arrivals: Terminal 1 near door C, Terminal 3 near door G, staffed by a Passenger Service Representative. As a meeting point it beats "by the exit" — both terminals have several exits, and a phone still on airplane mode cannot resolve which one. This is the pairing that makes Express Pass worth its free minutes: park in the garage, walk to the counter nearest the door letter you agreed on, and wait somewhere with a landmark.
What if the person needs mobility assistance?
Two separate arrangements apply, and both need setting up before the flight rather than on the day. The airport's accessible transportation page sets out both.
For accessible transit at the inner curb, the Wheel-Trans locations are Terminal 1 drop-off: Departures Level 3, Post 9; Terminal 1 pick-up: Arrivals Level 1, Door E (between E1 and E3); Terminal 3 pick-up and drop-off: Departures Level 3, Post 29 checked on 26 Sept 2026 · source: GTAA. Note that the Terminal 1 pickup point is on the Arrivals level while its drop-off point is upstairs at Departures — not the same curb.
For curbside assistance with a mobility device, the request goes to the airline, not the airport: the accessibility page asks you to contact the airline at least 48 hours before the flight and say what help is needed from the curb to the aircraft or back. If you are driving, the accessible posts under Dropping off are where the airline's staff will look for you.
How we checked
- Sources, all read 26 September 2026: the GTAA pickup and drop-off page, Express Pass story and FAQ, Express Park page, free waiting area page, the Terminal 1 and Terminal 3 ride-share notices, the accessibility page, and the UP Express fares page. Each fact on this page names which of them it came from.
- Where the sources disagree, we show both. The roadside fine: $50 fine (GTAA pickup and drop-off page) or an $85 payment notice mailed after a licence-plate photo (GTAA free waiting area page). No third GTAA page settles it, so the badge carries both until one does.
- Where the number has changed, we show the current one and date it. A widely shared 2025 blog post described Express Pass as "up to 40 minutes (temporarily increased)"; the GTAA pages we read in September 2026 say 20 minutes free. If a guide quotes 40, or 18, ask when it was checked.
- Not verified: the Terminal 3 Daily Park rate, the EV charging price in the free waiting area, the private operator's procedure behind the 2025 notice, and the Information Counter door letters, which are wayfinding rather than a published rule.
- Review: quarterly, or sooner if the GTAA pickup or free waiting area page changes. Ride-share zones changed twice in 2026, so treat any undated guide, including this one, as worth one glance at the app before you commit to a lane.
